About the Human Rights Defenders (HRD) Programme:
FORUM-ASIA’s HRD Programme aims to provide protection for human rights defenders (HRDs) and women human rights defenders (WHRDs) at risk in Asia. It focuses on building the capacity of HRDs to implement preventative protection measures and fosters a safer environment for HRDs to conduct their legitimate human rights work. The programme raises awareness and strengthens practical safeguards for HRDs/WHRDs, reducing both actual and perceived threats stemming from their activities.
Roles and Responsibilities
General Tasks:
- Monitor the HRDs situation in Asia.
- Support HRD Programme’s research on human rights issues.
- Assist with programmatic work, including documentation and administrative activities.
- Help organize and prepare for consultations, campaigns, and other events.
Specific Tasks under the HRD Programme:
- Conduct daily monitoring of the human rights situation in Asia and issues affecting HRDs.
- Assist in maintaining a regional database on HRDs at risk in the Asian HRDs Portal and report relevant statistics.
- Contribute to improving the FORUM-ASIA’s Asian HRDs Portal.
- Assist in drafting urgent appeals and communications for UN Special Rapporteurs and other international mechanisms for HRD protection.
- Support the implementation of HRD Programme projects and activities.
- Assist HRD Programme team members with research work and contribute to thematic reports.
- Provide administrative support to HRD Programme activities as needed.
Qualifications and Criteria:
- Bachelor’s degree or higher in human rights, social science, law, or a relevant field.
- Practical knowledge of international human rights standards, mechanisms, and practices.
- Commitment to and interest in human rights and social justice issues in Asia.
- Ability to work effectively in a multi-cultural context.
- Strong organizational and time management skills.
- Ability to work independently.
- Good communication and writing skills in English and one Asian language.
- Adaptable in using online & digital tools, including cloud and database management systems.
- Experience in human rights monitoring, database management, and/or design tools is a plus.

Finance Associates (G1-4)
Location: Bangkok, Thailand
Position Summary:
We are seeking a dedicated and detail-oriented Finance Associate to join our Finance Programme. The successful candidate will assist the Finance Manager in overseeing financial activities, including budgeting, reporting, and ensuring compliance with FORUM-ASIA’s financial policies. This role is an excellent opportunity for a finance professional to gain experience in a dynamic international environment and to contribute to the organization’s mission.
Key Duties and Responsibilities:
- Assist in the reconciliation of cash books and justify any differences, prepare cash counts, and reconcile with cashbooks monthly.
- Compare cash books with bank statements to compute gain and loss in the exchange rate on a monthly basis and liaise with local banks to obtain daily exchange rate information.
- Prepare financial tables, special reports, and ad-hoc reports, ensuring proper coding and entry of all transactions into FORUM-ASIA’s accounting software.
- Review financial reports and supporting documents of FORUM-ASIA and partner organizations to ensure compliance with organizational and donor requirements.
- Assist the Finance Manager and Donor Reporting Finance Officer in compiling, reviewing, and submitting financial reports to donors.
- Support in producing monthly or quarterly expenditure reports against the consolidated annual budget and liaise with programmes to provide explanations of variances.
- Ensure all records/accounts/financial transactions are accurately booked before the audit commencement.
Basic Qualifications and Selection Criteria:
Education:
Bachelor’s Degree in Commerce or Accounting.
Essential Skills and Experience:
- At least two years of work experience in Finance or Accounting.
- Advanced skills in MS Word, Excel, Access, and experience with computerized accounting software.
- Ability to work in a multicultural team and handle a demanding working environment.
- Excellent attention to detail.
- Good command of written and spoken English.
- Motivation to achieve excellent results.
- Willingness to learn and adapt.
Desirable Skills and Experience:
Experience working in an international, regional, or human rights organization.

South Asia Programme Manager (P4-1)
Location: Kathmandu, Nepal

Contract: 2-year contract with potential renewal
Salary & Benefits: USD 37,800 per annum (USD 3,150 per month) + 13th-month salary, health, and dental insurance.
The Asian Forum for Human Rights and Development (FORUM-ASIA), a regional human rights organization with 87 member organizations across 23 countries in Asia, seeks a South Asia Programme Manager to lead and manage its operations in South Asia. The role involves program management, advocacy, budget planning, and collaboration with various stakeholders to promote and protect human rights across the region.
Key Responsibilities:
- Lead the implementation of FORUM-ASIA’s South Asia programmes.
- Manage the Kathmandu office and supervise a diverse team.
- Facilitate communication and cooperation among member organizations.
- Develop and execute advocacy initiatives, program budgets, and reports.
- Represent FORUM-ASIA in regional and international forums.
Qualifications:
- University degree in human rights, politics, international relations, or a related field.
- Minimum 7 years of experience in human rights, preferably with NGOs.
- Strong knowledge of South Asia’s socio-political context and human rights issues.
- Proven leadership, advocacy, and report-writing skills.
- Excellent communication in English and the ability to work in a multicultural environment.

Finance Manager (G5-4)
Location: Bangkok, Thailand
Duration: 2-year contract, renewable based on performance and budget availability. Includes a 3-month probation period.
Salary & Benefits: Competitive salary starting at US$46,410 annually, inclusive of a 13th month salary and health insurance.

Position Overview:
As the Finance Programme Manager, you will lead the financial operations of FORUM-ASIA, ensuring effective budgeting, financial reporting, and compliance with donor requirements. You will work closely with the management team to oversee financial practices and support the financial health of the organization.
Key Responsibilities:
- Financial Management: Implement internal controls, provide financial solutions, and supervise fiscal activities.
- Audit: Prepare and oversee external and internal audits, ensuring timely compliance.
- Budget & Donor Reporting: Develop organizational and donor budgets, forecast cash/funds, and ensure accurate financial reporting.
- Staff Training & Management: Supervise and develop the finance team, conduct performance reviews, and provide financial training.
- Conflict Resolution: Facilitate conflict resolution in alignment with organizational policies.
- Other Tasks: Represent the Finance Programme in internal events, manage staff payroll, and update financial policies.
Basic Qualifications:
- Licensed CPA.
- Minimum 10 years in financial management within NGOs, with at least 3 years in a supervisory role.
- Proficient in accounting software such as QuickBooks and NetSuite.
- Excellent command of English.
- Ability to work in a multicultural environment and manage deadlines.
Desirable Skills:
- Experience with donor coordination and reporting.
- Understanding of the socio-political and human rights context in Asia.
- Familiarity with FORUM-ASIA’s work and history.
