About FORUM-ASIA: The Asian Forum for Human Rights and Development (FORUM-ASIA) is a network of 85 member organizations across 23 countries, primarily in Asia. Established in 1991, FORUM-ASIA strengthens human rights and sustainable development movements through research, advocacy, capacity development, and solidarity actions. It has consultative status with the United Nations Economic and Social Council (ECOSOC) and a consultative relationship with the ASEAN Intergovernmental Commission on Human Rights. The Secretariat is based in Bangkok, with offices in Jakarta, Geneva, and Kathmandu.
Position Overview: The Human Resources Management Officer will coordinate with management, programme managers, and staff across all FORUM-ASIA offices and remote locations to monitor work plans, implement systems for staff well-being, evaluate performance appraisals, maintain leave records, and ensure optimal performance across the Secretariat. The goal is to foster a positive work culture aligned with FORUM-ASIA’s principles and values.
Key Responsibilities:
- Management Support and Coordination:
- Monitor staff work plans, performance appraisals, and improvement plans.
- Align Human Resources Policy with the Staff Handbook and Wellbeing Policy.
- Support team building, conflict resolution, and implementation of HR policies.
- Prepare monthly payroll in coordination with the Finance Department.
- Maintain and update staff timesheets and leave records.
- Recruitment and Staff Support:
- Manage recruitment processes, including posting vacancies and communicating with candidates.
- Coordinate with the Admin Team on staff profiles and capacity-building needs.
- Conduct regular interviews with staff to assess workload and integration.
- Performance Appraisal and Knowledge Sharing:
- Oversee performance appraisal systems and analyze results.
- Conduct knowledge-sharing sessions on HR policies and a Workplace Stress Risk Assessment.
- Facilitate regular diversity, equity, and inclusion (DEI) dialogues.
- Support management in initiating Knowledge Sharing Sessions on relevant issues.
- Conflict Resolution:
- Facilitate conflict resolution at the Secretariat level in coordination with the Senior Management Team.
Basic Qualifications:
- Degree in Human Resources Management, staff well-being, human rights, Psychology, or related fields.
- Proven expertise in staff performance management and HR policy development in the non-profit sector.
- Demonstrable experience in Human Resources Management and/or Development.
- Ability to work in a multicultural context with strong English communication skills.
- Knowledge of labour laws in Thailand, Nepal, and Switzerland, and HR best practices.
- Background in human rights and development.
- High standards of ethics, integrity, and professionalism.
- Proficiency in Windows, MS Office, and database management.
Desirable Qualifications:
- Relevant HR certification courses completed.
- Thai or international HR professional based in Bangkok with permission to work in Thailand.
- Understanding of FORUM-ASIA’s history and work.

National Human Rights Institutions Programme Officer (P2-1)
Position: National Human Rights Institutions Programme Officer (P2-1)
Location: Remote in Asia or offices in Bangkok, Jakarta, Kathmandu

Programme Summary: The NHRI Programme aims to ensure that National Human Rights Institutions (NHRIs) function effectively and in accordance with the Paris Principles. It operates as part of the Asian NGO Network on National Human Rights Institutions (ANNI), which supports the establishment and development of accountable, independent, and transparent NHRIs in Asia.
Responsibilities:
- Programme Management:
- Supervise NHRI Programme Interns or ANNI Fellows.
- Coordinate with other programmes and attend regular team meetings.
- Represent FORUM-ASIA/ANNI in meetings and forums.
- Planning and Budgeting:
- Draft programme-related concept notes and proposals.
- Programme Implementation:
- Support the implementation and coordination of the programme and related projects.
- Monitor the performance of NHRIs and respond to related human rights issues.
- Conduct research and analysis on NHRI developments in Asia.
- Coordinate with team members and communicate with FORUM-ASIA and ANNI members.
- Organise forums, workshops, meetings, and advocacy missions.
- Draft public statements, press releases, and articles.
- Monitoring, Evaluation, and Reporting:
- Assist in monitoring and evaluating organisational plans and budgets.
- Participate in team evaluations and prepare progress reports.
- Other Tasks:
- Implement tasks assigned by the Executive Director.
Basic Qualifications:
- Bachelor’s degree or higher in human rights, politics, social sciences, international relations, international law, or Asian studies.
- Minimum 3 years of experience in human rights.
- Understanding of socio-political and human rights situations in Asia.
- Knowledge of NHRI mechanisms and international human rights instruments.
- Strong relationship building, advocacy, lobbying, and report writing skills.
- Proficiency in MS Office tools and good written and oral English communication skills.
- Ability to work in a multicultural and demanding environment, manage tight deadlines, and multitask effectively.
Desirable Qualifications:
- Experience in national, regional, or international NGOs.
- Familiarity with FORUM-ASIA’s work, particularly ANNI.
- Facilitation skills for forums/workshops.
- Graphic design skills.

Finance Manager (G5-4)
Location: Bangkok, Thailand

Position Overview:
As the Finance Programme Manager, you will lead the financial operations of FORUM-ASIA, ensuring effective budgeting, financial reporting, and compliance with donor requirements. You will work closely with the management team to oversee financial practices and support the financial health of the organization.
Key Responsibilities:
- Financial Management: Implement internal controls, provide financial solutions, and supervise fiscal activities.
- Audit: Prepare and oversee external and internal audits, ensuring timely compliance.
- Budget & Donor Reporting: Develop organizational and donor budgets, forecast cash/funds, and ensure accurate financial reporting.
- Staff Training & Management: Supervise and develop the finance team, conduct performance reviews, and provide financial training.
- Conflict Resolution: Facilitate conflict resolution in alignment with organizational policies.
- Other Tasks: Represent the Finance Programme in internal events, manage staff payroll, and update financial policies.
Basic Qualifications:
- Licensed CPA.
- Minimum 10 years in financial management within NGOs, with at least 3 years in a supervisory role.
- Proficient in accounting software such as QuickBooks and NetSuite.
- Excellent command of English.
- Ability to work in a multicultural environment and manage deadlines.
Desirable Skills:
- Experience with donor coordination and reporting.
- Understanding of the socio-political and human rights context in Asia.
- Familiarity with FORUM-ASIA’s work and history.
