The Committee on the Protection of the Rights of All
Migrant Workers and Members of Their Families urged the Philippine government to "review its labour migration policy in
order to give primary importance to human rights of migrant workers", in a report issued on 1 May 2009.
It also encourages the Philippine government to establish the "Ensure
orientation and pre-departure seminars for migrant workers".

The
committee monitors the International Convention on the Protection of
the Rights of All Migrant Workers and Members of their Families, which
entered into force in July 2003. The convention seeks to "prevent and
eliminate the exploitation of migrant workers throughout the entire
migration process by providing a set of binding international standards
to address the treatment, welfare and human rights of both documented
and undocumented migrants", according to the Office of High Commission
for Human Rights.
