The SAPA Task Force on ASEAN and Human Rights submit this position paper as part of its contribution to the ASEAN Human Rights Declaration for the consideration of the ASEAN Intergovernmental Commission on Human Rights (AICHR) and the Drafting Group. This document was submitted to Indonesia Representative and current AICHR chair Rafendi Djamin on 28 July 2011.
