The Association of Southeast Asian Nations (ASEAN) Civil Society Conference/ASEAN Peoples’ Forum  held the ACSC/APF Strategic Workshop from October 24 to 26, 2016 at the Pullman Hotel in Bangsar, Kuala Lumpur, Malaysia to achieve the following objectives:

1. To study the Final Report of “South East Asia People’ Engagement Towards a People-Centered ASEAN: A Ten-Year Review of the ASEAN Civil Society Conference/ASEAN Peoples’ Forum 2005-2015”, especially its recommendations to chart a workable 10-year plan for the future of CSO effective engagement with ASEAN;
2. To hammer out specific details of the “what’s” and “how’s” of this plan in the context of the new ASEAN Community Vision 2025;
3. For CSOs present to make crucial “decisions” to determine the next phase for CSOs in ASEAN

The ACSC/APF Strategic Workshop was attended by 60 delegates from the 10 ASEAN countries and Timor-Leste. An external facilitator was invited to facilitate the sessions in order to achieve the objectives as mentioned above. A program was then designed together with the facilitator.

This report captures the decisions/actions agreed upon during the Strategic Workshop on the findings and recommendations of the “South East Asia People’ Engagement Towards a People- Centered ASEAN: A Ten-Year Review of the ASEAN Civil Society Conference/ASEAN Peoples’ Forum 2005-2015”, as well as discussion highlights where no agreement was reached. Workshop discussions based on the 10-Year Review Report findings and recommendations are also documented in this Report.

The recommended use of this Report is as reference for operationalizing decisions which were reached during the Strategic Workshop, and to spur more discussions towards a better ACSC/APF in the coming years.
It can also be a tool to further appreciate the highlights of 10-Year Review Report, which is part of the annexure of this document.

Designed for all CSOs in ASEAN involvement, this Report can be utilized as a document for the different mechanisms of the ACSC/APF in all deliberations, such as the Regional Steering Committee (RSC), National Processes (NPs), Regional Caucus (RC), and the National Organizing Committee (NOC).
