Programme Implementation Strategies

The implementation strategies can vary depending on the specific objectives and nature of the Programme and the context where the Programme is implemented. In general, the following five strategies are applied to all Programmes.

The guiding principles of synergy, coherence and compatibility need to be observed through team work and inter-team cooperation. Implementation Strategies need to be implemented at all levels – local, national, regional and global level and at all stages, including planning, implementation and evaluation.

Monitoring and Documentation (in co-ordination and co-operation with the Information and Communication Team and other relevant sections or teams)

  • Monitor human rights situations on the ground in cooperation with member and partner organizations
  • Monitor the work of the UN human rights bodies in cooperation with partner organizations
  • Produce regular monitoring report (e.g. Weekly News Service (WNS))
  • Update the relevant sections in the Website

Advocacy and Lobbying (in co-ordination and co-operation with Advocacy Team and Country Campaign Team and other relevant sections or teams)

  • Advocate and lobby at the inter-governmental meetings e.g. UN Commission on Human Rights.
  • Organize lobby trip(s) to international bodies or the countries concerned
  • Organize fact-finding mission(s) to the countries and areas concerned as required
  • Organize press conference(s) and regional consultation(s) on immediate concerns and issues
  • Issue press release(s), statement(s) or open letter(s)
  • Respond to requests of urgent action(s) or appeal(s) if necessary

Networking, Coalition-building and Campaigning

  • Create and maintain a network of groups and NGOs in issues of common concern
  • Participate in the work of the coalitions and networks

Research and Analysis (in co-ordination and co-operation with the Research and Publication Team and other relevant sections or teams)

  • Conduct analytical research about issues and trends
  • Produce regular reports
  • Write articles and paper
  • Produce policy, position or background papers as required
  • Produce materials for advocacy and campaigning

Capacity-building and Training (in co-ordination and co-operation with the Capacity-Building Team and other relevant sections or teams)

  • Organize regular training Programme(s) nationally and regionally to assist member and partner organizations
  • Develop training material and tools (modules and manuals)
